LAUNCH OF WEST COAST-AYER RAJAH TOWN RENEWAL EXHIBITION
Singapore , 19 February 2006 (Sunday): West Coast-Ayer Rajah Town Council is pleased to present the following projects that have been completed, in progress and in the pipeline:
1. Interim and Main Upgrading Programmes
To date, 22 interim upgrading programmes have been carried out progressively to position the matured estates on par with the newer estates within the Town.
Ten precincts in Clementi, four each in West Coast and Ayer Rajah, two each in Telok Blangah and Boon Lay and one currently in progress in Boon Lay.
Three precincts, one each in Clementi, West Coast and Ayer Rajah, have been selected for the IUP-Plus which incorporate the Interim Upgrading with Lift Upgrading.
Nine precincts have completed their Main Upgrading Programme: Five in Telok Blangah, two in Boon Lay and one each in West Coast and Ayer Rajah. One precinct each in Telok Blangah and Boon Lay are currently undergoing MUP. One precinct each in Telok Blangah and West Coast has been selected for the MUP.
2. Selective En-Bloc Redevelopment Scheme (SERS)
Nine sites in the West Coast-Ayer Rajah Town have been selected for SERS: Five in Telok Blangah, three in Clementi and one in Ayer Rajah. All the SERS replacement flats have been completed, except for Dover Crescent and Clementi Town Centre which will complete in 2010.
3. Market/Cooked Food Centre Upgrading Programme
Three market/cooked food centres at Block 79 Telok Blangah Drive, Block 221A/B Boon Lay Place and Block 503 West Coast Drive have been upgraded.
Four other market/cooked food centres, Block 448 Clementi Ave 3, 82 Telok Blangah Drive and 726 Clementi West Street 2 will be upgraded within the next five years.
The market/cooked food centre at Block 37A Teban Garden is scheduled for upgrading this year.
4. Rejuvenation of Clementi Town Centre
In Year 2010, Clementi Town Centre will be rejuvenated with a modern 40-storey complex comprising shops and housing facilities.
The complex also house a new air-conditioned bus interchange, linked to the Clementi MRT station, a new Clementi Library and Town Council Office, a modern shopping mall and about 388 units of new HDB flats.
The part of the existing shops in the Town Centre unaffected by the redevelopment will be revitalized with improved shop frontage, new floor finishes, more circulation area, new planter boxes with seating facilities, new covered walkways etcetera.
5. Lift Upgrading
Ayer Rajah has one precinct completed lift upgrading, Boon Lay has one lift upgrading precinct in progress. Another six precincts have been selected for lift upgrading: two each in West Coast and Boon Lay and one each in Ayer Rajah and Clementi.
In the second half of last year, the Government announced expediting the Lift Upgrading Programme to be completed within the next ten years. Low-rise blocks which meet the HDB’s criteria will also benefit from this programme. We plan to progressively offer LUP to all eligible blocks within the next ten years.
6. Schools
Under the Ministry of Education’s Programme for Rebuilding and Improving Existing Schools, or PRIME in short, a new building for Clementi Primary has been constructed. Fairfield Methodist Secondary ( Dover) and Nan Hua Primary also had their schools upgraded while Pei Tong Primary school is currently undergoing the programme.
River Valley High School will also be relocating to Jalan Boon Lay by 2010.
7. Social & Health Facilities
A private nursing home off Clementi Avenue 5 and a day activity centre for senior citizens at Block 602 Clementi West Street 1 have been completed.
A student service centre at Block 730 Clementi West Street 2 and a family service centre at Block 646 Jurong West Street 61 are also available in the Town to render the necessary assistance to families in need.
A Neighbourhood Link Hub has been set up at Block 209 Boon Lay Place. This link comprises three components, the Youth Club which helps to organize and run community based activities, the Neighbourhood Link, which acts as a focal point to get residents, particularly the elderly, to come together for activities and community services; and the Community Health Club which provide affordable quality healthcare.
A community place which houses the community club, community library and polyclinic & ambulatory care centre under one roof is currently in the final stages of construction at Jurong West Central 3/Street 64. The community club and library are expected to operate next month, while the polyclinic and ambulatory care centre are slated for completion in June this year.
9. Improvement Works
The Town Council had completed a host of improvement projects to benefit its residents and make West Coast-Ayer Rajah Town a better place to live in. These projects include provision of covered walkways, pedestrian malls, ramps, fitness corners, game courts, drop-off porches, residents’ corners, study corners, senior citizens’ corner and upgrading of children’s playgrounds, etcetera.
These improvement projects revitalize the Town, providing more facilities and amenities for the convenience and enjoyment of our residents.
10. Safety and Security
The Town Council is working with other governmental agencies to install surveillance cameras in the estate. This will also be piloted in the multi-storey car parks in Telok Blangah.
11. Greenery and Scenic Spots
West Coast-Ayer Rajah Town has a total of five parks: West Coast Park, Clementi Woods, Labrador Park, Kent Ridge Park and Telok Blangah Hill.
Development plans are in the pipeline to construct park connectors to link all the parks in Singapore. A high level timber walkway will be built to link Mount Faber Park to the Telok Blangah Hill. Plans are also in place to develop the Pasir Panjang Nursery into a horticulture hub. A 10-hectare park in Jurong West will also be developed.
12. Sports and Recreation
A sports complex in Jurong West in slated to be completed in the fourth quarter of 2006. The sports complex will boost a host of swimming facilities, including a covered competition pool with spectator stand. There is also a multi-purpose sports hall, a gymnasium, tennis courts, restaurants, cafeterias, shops and a 3,000 seating stadium with an 8-lane synthetic running tracks and a soccer field.
13. Transport facilities
Dover MRT station was opened in the fourth quarter of 2001. The Stage five of the Circle Line will run through West Coast and Telok Blangah, providing improved accessibility and convenience to the residents. The five stations are: West Coast, Pasir Panjang, Labrador Park, Telok Blangah and Harbour Front.
The MRT extension over at Pioneer will present residents with greater convenience when two new stations, Joo Koon and Pioneer are added. The MRT extension line is expected to be ready by 2009.
