RESIDENTS OF JURONG WEST STREET 52 TO ENJOY
THE BENEFITS OF BOTH INTERIM UPGRADING PROGRAMME & LIFT UPGRADING
PROGRAME

A makeover awaits the 18-year-old Housing Board estate in Jurong
West if the Interim Upgrading Programme (IUP) and Lift Upgrading
Programme (LUP) are implemented. Residents of Blocks 515 to 520
Jurong West Street 52 can look forward to enjoy the benefits of
both the IUP and LUP at the same time if they say "Yes" to both
programmes.
Built in 1984, the six 18 year-old blocks consist of 851 three-room
and four-room flats. Residents can look forward to a host of new
facilities costing $3 million such as new entrance gateway, drop-off
points, linkways, pavilion, spice garden, children's playground,
pebble path and more, after the upgrading.
Mdm Ho Geok Choo, Member of Parliament for West Coast GRC and adviser
to Boon Lay grassroots organizations (GROs) will officiate at the
Launching Ceremony on Sunday, 3 November 2002 at 10.00 am at the
void deck of Block 516 Jurong West Street 52.
First introduced in November 1993, the IUP will only be carried
out if more than 75 per cent of the households in the selected precinct
vote in favour of it.
In 2001, the Government announced another good news; that the Lift
Upgrading Programme (LUP) will also be offered to all the precincts
that have been identified for the MUP and IUP.
This programme will also be implemented if 75 per cent of the households
vote in favour of it. Two separate pollings will be held for the
IUP and LUP. West Coast - Ayer Rajah Town Council will be implementing
the IUP while LUP will be implemented by HDB.

FUN-FILLED CLEAN AND GREEN WEEK FOR RESIDENTS
OF WEST COAST GRC (WEST COAST DIVISION)
23 October 2002 -- SINGAPORE
With Clean and Green Week 2002 drawing near, residents of West
Coast GRC (West Coast Division) can look forward to a whole list
of exciting activities put together by various organizations for
the Clean and Green Week 2002 cum Tree Planting Day on 10 November
2002.
Mr S Iswaran, Member of Parliament for West Coast GRC and adviser
to West Coast grassroots organizations (GROs) spearheaded the idea
of organising a range of activities for Clean and Green Week instead
of just having the traditional tree planting activity. Residents
can have fun participating in these events and at the same time,
they are reminded to keep their estate clean and green. Mr S Iswaran
will be the Guest-of-Honour for the day.
Mr S Iswaran will lead the grassroots leaders in the tree planting
that will be held in front of Block 602 Clementi West Street 1.
He will also unveil the plaque to be presented to Block 605 Clementi
West Street 1, the winning block for West Coast Division Cleanest
Block Competition 2002. This competition was conducted during the
period of August to October 2002 to encourage residents to play
their part in keeping their estate clean. On top of that, Mr S Iswaran
will present a token and goody bags to all the 84 families of Block
605 Clementi West Street 1 during an award presentation ceremony
on the same day.
Other activities that have been lined up for the day includes a
walk-a-jog at Block 608 Clementi West Street 1, "Block Cleaning"
campaign at Block 609 Clementi West Street 1, "Pick-up Littering"
campaign in the estate by school students, a Children Spot Art Competition
and a lucky draw.
There will also be a contest for school children where they have
to put up performances, perform catwalks for a fashion show etc.
to showcase paper clothes, crafts made from recycled material. National
Environment Agency (NEA) will be organising a quiz to instill awareness
on environmental issues e.g. littering.
NEA will also set up an exhibition on Recycling and Waste Minimisation
at the void deck of Blocks 601 and 602 Clementi West Street 1. There
will be other booths/stalls on the collection of old newspapers,
garage sales on recycling goods, games stalls and food stalls by
the other participating organizations as well. Residents are encouraged
to use their own mugs and containers when they buy food from the
food stalls. When they do so, they can get the food items at 50
per cent of the selling price. A wide variety of food is available,
like soya bean drink, mee siam, fried bee hoon, cakes and pastries
and many more. The proceeds from the sale of food will be contributed
to the Clementi West ElderCare Centre.
The organizations that are jointly organising and participating
in the Clean and Green Week 2002 cum Tree Planting Day 2002 are
the West Coast-Ayer Rajah Town Council, West Coast Constituency
Office (CO), West Coast Citizens' Consultative Committee (CCC),
West Coast Community Centre Management Committee (CCMC), Residents'
Committees (RCs) within the West Coast Division, West Coast Constituency
Sport Club (CSC), Clementi West 726 Hawker Association (HA), and
National Environment Agency (NEA).
Residents may look out for more information on these events through
their RC notice boards or through the Constituency Office.

RESIDENTS OF CLEMENTI SPRING CELEBRATE THE COMPLETION
OF INTERIM UPGRADING PROGRAMME (IUP)
19 October 2002 -- SINGAPORE
Residents of Clementi Spring, together with Mr Arthur Fong, Member
of Parliament (MP) for West Coast GRC celebrated the completion
of the $3.18 million IUP for the precinct on 19 October 2002, at
the open plaza in front of Block 359 Clementi Avenue 2.
Clementi Spring consists of Blocks 355 to 359 Clementi Avenue 2.
During the completion ceremony, the Clementi Avenue 2 Residents'
Committee officially took over the upkeep and maintenance of the
Community Farm from the Town Council. The Community Farm is a 54
square metre hydroponics green house and is a highlight of this
upgrading. It consists of two sections, each 27 square metres. One
section is for hydroponic farming, the other for natural soil farming.
The upgrading gave a comprehensive makeover to the common areas
and physical environment, and injected vibrancy into the precinct.
The new name - Clementi Spring complement the new look. Among all
the precincts in Clementi upgraded under the Interim Upgrading Programme,
"Clementi Spring" is the first to be given a precinct name.
The IUP took 15 months to complete and was funded entirely by the
Government. All lift lobbies have been upgraded and all the blocks
have been given a fresh coat of paint in vibrant colours. Other
new facilities which comes with the upgrading includes:
· an open plaza
· a stage
· two pergolas and pavilions
· jogging track
· community landscape garden
· two barbecue pit areas
· a fitness park
· a children's playground with rubber flooring, and
· a pebbled footpath.
These new facilities are provided to meet the recreational needs
of the residents. And they also serve as a focal point for residents
to interact more comfortably with one another.

ESTATE UPGRADING PROGRAMME (EUP) TO BE LAUNCHED
AT HONG LEONG GARDENS AND PASIR PANJANG GARDENS ESTATES.
6 October 2002 -- SINGAPORE
The Estate Upgrading Programme (EUP) will be officially launched
at Hong Leong Gardens & Pasir Panjang Gardens Estates on 6 October
2002 by Dr Tan Cheng Bock, Member of Parliament for Ayer Rajah.
The EUP Working Committee has looked into the various issues raised
by the residents during our Forum on 30 June 2002 and had revised
some of the proposed improvement plans to incorporate the residents'
suggestions, where possible. During the Launching Ceremony, residents
will have a better understanding and update of the improvement plans
for their estates.
Owners of the 732 homes of the two estates, which are more than
30-year old, are among the Batch 2 estates that were selected to
benefit under the EUP.
The EUP is part of the Government's overall effort to enhance the
living environment of the private estate residents, just as HDB
residents have benefited from the HDB upgrading programmes. EUP
provides physical upgrading to the public areas in the private residential
estates.
This EUP is geared primarily towards the beautification of the
two estates, each with distinct themes and character. To create
the estate identity, road name signs, street lighting, welcome markers
are all designed with a theme in mind. The proposed features help
create spaces that promote community bonding and address residents'
needs; function plazas that can accommodate 100 to 200 residents
for festive celebrations as well as facilities catering to all ages
such as children's maze, senior citizens' exercise station, sheltered
picnic area.

WEST COAST DRIVE'S RESIDENTS THE
FIRST IN AYER RAJAH CONSTITUENCY TO ENJOY BOTH INTERIM UPGRADING
PROGRAMME & LIFT UPGRADING PROGRAME

Residents of Blocks 506 to 512 West Coast Drive will
be the first in Ayer Rajah Constituency to enjoy both Interim Upgrading
Programme (IUP) and Lift Upgrading Programme (LUP) at the same time

NEW IDENTITY FOR RESIDENTS OF
HONG LEONG GARDENS AND PASIR PANJANG GARDENS ESTATES.

A $2.9 million makeover awaits the owners of the 732 homes of Hong
Leong Gardens & Pasir Panjang Gardens Estates under the Estate Upgrading
Programme (EUP). The estates, which are more than 30-year old, are
among the Batch 2 estates that were selected to benefit under the
EUP.
The EUP is part of the Government's overall effort to enhance the

proposed features help to create an identity for each estate, create

RESIDENTS CELEBRATE THE COMPLETION OF INTERIM
UPGRADING PROJECT (IUP) AT WEST COAST ROAD, BLOCKS 513 TO 515 AND
518 TO 520 (WEST COAST PRIDE)
2 March 2002 - Singapore
2 March 2002 marks the completion of the IUP for West Coast Road,
Blocks 513 to 515 and 518 to 520. Costing about $4.5 million and
covering 997 units, the upgraded precinct is now known as "West
Coast Pride."
The completion will be officiated by Dr Tan Cheng Bock, MP for
Ayer Rajah SMC and Chairman of West Coast - Ayer Rajah Town Council.
The upgraded precinct was given a facelift with new splashes of
vibrant colours and various amenities. The improvement works greatly
improves the living environment of the residents of the 20 over
years old estate.
Residents can now enjoy a host of new facilities such as the inter-block
covered linkways, upgraded lift lobbies and the BBQ corner with
pavilions and trellis. The Community Plaza cum amphitheatre, petanque
court and the sculpture court are also good spots for residents
to congregate and gather for activities. Other highlights of the
improvement works include:
1. New Entrance Gateway
2. Vehicle Drop-off points
3. Pebble Footpath
4. Senior Citizens' Corner
5. Landscape Area
6. Children's Playground and Fitness Corner
7. New Pedestrian mall (including new archways, planters, etc)
To commemorate the occasion a list of exciting programmes lined-up
for the residents. These include mass workout, walk-a-jog and a
petanque game demonstration, exhibition by the Singapore Police
Force, Children's Spot Art Competition, and juggling and fire-eating
performances.
